© 2015,This new and final edition is a follow-up to the author s first book, Anticipating Surprise (University Press of America, 2002) and the Handbook of Warning Intelligence (Scarecrow Press, 2010). The first book was an abridged version of Grabo s 1972 manuscript, of which only 200 pages were allowed to be published by the government. The second book was published after it was agreed that the last 10 chapters would remain classified. These final 10 chapters have recently been released by the government and complete the manuscript as it was originally intended to be published by the author in 1972. The Handbook of Warning Intelligence was written during the cold war and was classified for 40 years. Originally written as a manual for training intelligence analysts, it explains the fundamentals of intelligence analysis and forecasting, discusses military analysis, as well as the difficulties in understanding political, civil, and economic analysis and assessing what it means for analysts to have "warning judgment." Much of what Grabo wrote in her book seems to appear in many of the numerous commission reports that emerged after the 9/11 attacks. However, her book was written in response to the "surprise attack" of the Soviet Union's invasion of Czechoslovakia in 1968. According to the author, that event was no surprise. And while analysts have to take some of the blame for their failure to strenuously present their case that the threat was real and imminent, what occurred was a failure by policymakers to listen to the warning intelligence reports that were written at the time. In these last chapters, Grabo discusses scenarios where the United States will need to take action, especially describing Soviet indicators of such action. She also talks on how to influence policymakers to take, or not take, action based on intelligence. After the Soviet Union fell, the government was hesitant to release this information especially considering what's going on with Putin today."

© 2015,In the poorest countries, such as Afghanistan, Haiti, and Mali, the United States has struggled to work with governments whose corruption and lack of capacity are increasingly seen to be the cause of instability and poverty. The development and security communities call for "good governance" to improve the rule of law, democratic accountability, and the delivery of public goods and services. The United States and other rich liberal democracies insist that this is the only legitimate model of governance. Yet poor governments cannot afford to govern according to these ideals and instead are compelled to rely more heavily on older, cheaper strategies of holding power, such as patronage and repression. The unwillingness to admit that poor governments do and must govern differently has cost the United States and others inestimable blood and coin. Informed by years of fieldwork and drawing on practitioner work and academic scholarship in politics, economics, law, and history, this book explains the origins of poor governments in the formation of the modern state system and describes the way they govern. It argues that, surprisingly, the effort to stigmatize and criminalize the governance of the poor is both fruitless and destabilizing. The United States must pursue a more effective foreign policy to engage poor governments and acknowledge how they govern.

Social equity is often referred to as the third pillar in PA, after efficiency and economy. It concerns itself with the fairness of the organization, its management, and its delivery of public services. H. George Frederickson is widely recognized as the originator of the concept and the person most associated with its development and application. The book's introduction and chapters 1-4 offer general descriptions of social equity in terms of its arguments and claims in changing political, economic, and social circumstances, and trace the development of the concept over the past forty years. Chapters 5-9 provide applications of social equity theory to particular policy arenas such as education, or to specific public administration issues such as the range of administrative discretion, the legal context, the research challenges, and social equity in the context of time and generations. Chapters 10 and 11 descibe the current state of social equity and look towards the future.

© 2014,Conflicting claims about culture are a familiar refrain of political life in the contemporary world. On one side, majorities seek to fashion the state in their own image, while on the other, cultural minorities press for greater recognition and accommodation. Theories of liberal democracy are at odds about the merits of these competing claims. Multicultural liberals hold that particular minority rights are a requirement of justice conceived of in a broadly liberal fashion. Critics, in turn, have questioned the motivations, coherence, and normative validity of such defenses of multiculturalism. In Equal Recognition , Alan Patten reasserts the case in favor of liberal multiculturalism by developing a new ethical defense of minority rights. Patten seeks to restate the case for liberal multiculturalism in a form that is responsive to the major concerns of critics. He describes a new, nonessentialist account of culture, and he rehabilitates and reconceptualizes the idea of liberal neutrality and uses this idea to develop a distinctive normative argument for minority rights. The book elaborates and applies its core theoretical framework by exploring several important contexts in which minority rights have been considered, including debates about language rights, secession, and immigrant integration. Demonstrating that traditional, nonmulticultural versions of liberalism are unsatisfactory, Equal Recognition will engage readers interested in connections among liberal democracy, nationalism, and current multicultural issues.

© 2014,The beauty of democracy is not only that citizens can vote a candidate into office but that they can also vote one out. As digital media grows omnipresent, it becomes more important for political scientists and communication scholars to understand its influence on all aspects of the political process, from campaigning to governance. Catie Snow Bailard argues that the Internet-by altering the quantity and range of information available to citizens-directly influences the ability of individuals to evaluate government performance. It also affects public satisfaction with the quality of available democratic practices and helps motivate political activity and organization. Bailard originates two theories for democratization specialists to consider-mirror-holding and window-opening-which she tests using data collected from dozens of countries and two randomized field experiments. Mirror-holding explores how accessing the Internet allows citizens to see a more detailed and nuanced view of their own government's performance. Window-opening, however, enables those same citizens to glimpse how other governments perform, particularly in comparison to their own. Although the book offers a robust empirical foundation for testing the Internet's effects on democratic attitudes, Bailard ultimately concludes that access to information does not necessarily ensure that democracy will automatically flourish.

© 2014,Democracy Declassified tackles an enduring question of particular current importance: How do democratic governments balance the need for foreign policy secrecy with accountability to the public? Democracies keep secrets both from potential enemies and their publics. This simple fact challenges the surprisingly prevalent assumption that foreign policy successes and failures can be attributed to public transparency and accountability. In fact, the ability to keep secrets has aided democratic victories from the European and Pacific theatres in World War II to the global competition of the Cold War. At the same time, executive discretion over the capacity to classify information created the opportunity for abuse that contributed to Watergate, as well as domestic spying and repression in France, Norway and Canada over the last 40 years. Therefore, democracies face a secrecy dilemma. Secrecy is useful, but once a group or person has the ability to decide what information is concealed from an international competitor, citizens can no longer monitor that information. How then can the public be assured that national security policies are not promoting hidden corruption or incompetence? As Democracy Declassified shows, it is indeed possible for democracies to keep secrets while also maintaining national security oversight institutions that can deter abuse and reassure the public, including freedom of information laws, legislative committee powers, and press freedom. Understanding secrecy and oversight in democracies helps us explain not only why the Maginot Line rose and the French Republic fell, or how the US stumbled but eventually won the Cold War, but more generally how democracies can benefit from both public consent and necessary national security secrets. At a time when the issue of institutional accountability and transparency has reached fever pitch, Democracy Declassified provides a grounded and important view on the connection between the role of secrecy in democratic governance and foreign policy-making.
